Distro can lead the entire process. We bring participants and data together, propose suitable energy advisors, coordinate collaboration and oversee the documentation — from a scan or study to the RVO application and implementation in the Energy Hub tool.
The key RVO conditions in one overview. Distro carries out the initial check, works with you to identify the expertise needed and proposes suitable advisors.
At least 3 independent energy hub partners must each have a connection larger than 3×80 A.
A scan is for a new energy hub. A study can also cover the expansion of an existing hub.
The grid operator confirms that participants can collaborate within a ring or through the national grid.
All partners are actively involved and sign a declaration of intent to form or expand the hub.
Distro can organise the entire process and remains your regular point of contact. We propose advisors suited to the technical, organisational, financial and legal questions, coordinate their work and bring all results together in one research and application dossier.
Distro maps participants, connections and ambitions, identifies the expertise needed and proposes suitable advisors.
Participants share 15-minute data. Distro creates the collective consumption profile, the current graph and scenarios for future energy use.
The advisors investigate the measures. Distro oversees scope, planning and consistency, combining the outcomes into at least three packages or an integrated plan.
Distro coordinates the complete dossier; the applicant submits it to RVO. We then guide the next steps, and the Energy Hub tool remains available for monitoring and hub coordination.
Clear separation of costs. Distro can manage the entire process, but EHUB does not reimburse process guidance. We therefore budget and account for coordination, individual energy insights and eligible research separately and transparently.

One shared environment where an advisor can analyse and substantiate the energy hub as a whole, without separate spreadsheets for every participant.
Schedule an introduction. We discuss the participants, available data and research route, propose suitable advisors where needed and clarify who is responsible for each step.
An energy hub partner with a large connection applies. For an expansion, the hub’s legal entity can also apply. An advisor, park manager or municipality can act as an authorised representative. Apply directly at RVO.
Yes. Distro can act as coordinator and your regular point of contact: we structure the process, propose suitable energy advisors, coordinate planning and information exchange, and oversee the joint dossier. The advisors deliver their specialist research; the applicant retains the formal decision-making and application role.
A scan only explores the formation of a new energy hub and compares at least three packages of measures. A study develops a complete plan for a new hub or the expansion of an existing hub, including technology and collaboration agreements.
Carry out a scan after 4 September 2026 and before the subsidy application; you pay the costs upfront. A study starts only after RVO has approved the application. In principle, complete the study within one year of its start date.
The application period runs from 1 October 2026 at 09:00 to 1 May 2027 at 17:00. The total budget is €9.6 million. RVO processes applications in order of receipt; if the budget is insufficient, a lottery follows.
These include company and location details, an overview or statement from the grid operator, the Initiatievenradar registration number, the collective consumption profile, a 15-minute graph, future plans and declarations of intent. Depending on the route, also include packages of measures, a plan of approach and individual energy profiles.
Yes. An advisor, park manager, hub coordinator, business association or municipality can apply as an authorised representative on behalf of an energy hub partner with a large connection or, for an expansion, on behalf of the hub’s legal entity.
